Within the Civic Engagement Programme, CHF 7.6 million is allocated for four calls focusing on sustainable development education, volunteering, micro-projects, and service learning.
The overall goal is to strengthen democratic structures and processes through civic engagement, aiming to reduce economic and social disparities.
The programme will fund activities selected through calls for proposals and provide management support to civil society organisations. Special attention will be given to less-developed areas to contribute to balanced socio-economic growth in the Republic of Croatia.
The programme will be implemented through four components:
Component 1: Education for Sustainable Development
Component 2: Strengthening Volunteering
Component 3: Micro-projects
Component 4: Service Learning Programmes
The objective of the Call for Proposals “Strengthening the Contribution of Civil Society Organisations to Education for Sustainable Development” is to promote the role of civil society organisations in raising awareness about the importance of education and in developing competencies for sustainable development among children and young people, through the design and implementation of sustainable development education programmes.
The specific objectives of the Call are:
The total amount available for financing projects under this Call is EUR 2,620,000.00.
Projects may be funded up to a maximum of 90% of the total eligible project costs. Applicants and Partners are required to secure co-financing of at least 10% (or more) from their own resources or other sources.
Projects must be implemented over a period of no less than 24 months and no more than 36 months.
The deadline for submission of project proposals is 6 June 2025.
The Office for Associations will organise information workshops for potential applicants. Information on the date and venue of the workshops will be published on the Office’s website.
IMPORTANT! On 23 May 2025, the Office for Associations published Amendments to the Call documentation. The list of amendments in English can be found here.
Although these amendments and supplements do not affect the essential provisions of the Guidelines for Applicants, the Project Description Form, the Grant Contract Template, or the Visibility Guidelines, they apply as of 23 May 2025. These documents with visible changes can also be viewed here.

The Office for Cooperation with NGOs of the Government of the Republic of Croatia, in the process of selecting project proposals under the Public Call for the submission of project proposals “Strengthening the Contribution of Civil Society Organisations to Education for Sustainable Development,” has, following the evaluation procedure, adopted the first Decision on Financing for 9 projects in the total amount of EUR 2,120,952.41. The Decision is available here.
The objective of the Call for Proposals “Strengthening the Contribution of Civil Society Organisations to the Enhancement of Volunteering” is to enhance the contribution of volunteering to the implementation of reforms aimed at social and economic growth and democratic development.
Specific objectives of the Call are:
The total amount available for the financing of projects under this Call is EUR 1,191,000.00.
Projects may be financed up to a maximum of 90% of the total eligible project costs, while Applicants and Partners are required to ensure co-financing of the remaining 10% (or more) from their own or other sources.
Projects must be implemented over a period of at least 12 months and no more than 24 months.
The deadline for submission of project proposals is 10 February 2026 at 11:59 a.m.
The Government Office for Cooperation with NGOs will organise an information workshop for potential applicants. Information on the time and venue will be published on the Office’s website.

The aim of the Call for Project Proposals “Strengthening the Contribution of Civil Society Organisations to Service-Learning” is to support the development of sustainable partnerships between civil society organisations and higher education institutions for the implementation of service-learning programs, contribute to strengthening the professional and analytical capacities of civil society organisations by involving students and higher education staff in service-learning activities, and promote active citizenship and youth engagement in the community.
Specific objectives of the Call are:

Projects can be financed up to 90% of the total eligible project costs, with potential Applicants and Partners required to provide co-financing of the remaining 10% (or more) from their own funds or other sources.
